Helmet and only 2 person on a motorcycle law enforcement
When disaster hits, like here in Opol, in Misamis Oriental on the Island of Mindanao, nobody cares anymore even when a few weeks before it was all over the media that the police will enforce the law that all passengers on a motorcycle have to wear a helmet and that only 2 passengers are allowed on a motorcycle.
The best proof is this family passing on the highway in the town of Opol the day after the place was hit by strong waves and a flashflood.
